If an EQRM user assigns atten_variability_method=2 (i.e. spawning fo GM
aleatory uncertainty) and does not assign atten_spawn_bins in the controlfile
the EQRM will use a default value of atten_spawn_bins = 1. This effectively
ammounts to a single bin with spawning and hence the exclusion of aleatory
ground motion uncertainty altogether.
This is a potential confusion for EQRM users who may think they are (and
probably want to be) spawing becuase they have set atten_variability_method=2.
This confusion has occured already.
RECOMENDATION:
* set atten_spawn_bins(DEFAULT)=5 if atten_variability_method=2, else set
atten_spawn_bins(DEFAULT)=1
