Saved ground motion is wrong when 'atten_override_RSA_shape' is not None. #73

The saved ground motions (bedrock_SA.npy, soil_SA.npy) are not correct if 
'atten_override_RSA_shape' is switched on with either 'HAZUS_Sa' or 
'Aust_standard_Sa'.

When atten_override_RSA_shape is used the SA at periods other than 0.0 are 
determined based on a function f(sa(0.0)).  So the SA results will have a 
characteristic shape.  Hyeuk has observed the results do not have this 
characteristic shape.
