atten_variability_method radmon sampling seems be to applied per period #87

Just want to clarify how random sampling in simulation ground motions is 
implemented in the EQRM via atten_variability_method.

From the attached plot where I compared ground motions at a site from the 
simulations (one is with none for atten_variability_method, the other one is 
set with 2), I think the EQRM takes random sampling at each period not apply 
the same sigma value over the periods.

This may be related.
Looking at an EQRM version and the loss % for a simulation;

R200 => 4.33%

R400=>2.54%

removed variability across the last dimension for the distribution function.

But have to 
 - Update so it is only applied to sampling across the period dimension when it should not have any variability
 - fix tests that assume period variation
 - Do a test for Overriding to cater for multiple recurrence models.
