no low non-zero SA values in bedrock_SA_[return period] files #94

When doing National Hazard map runs Mark E. has noticed that there does not 
seem to be SA values between 0.0003 and 0.0.  He was looking at a return period 
of 500 years.

What steps will reproduce the problem?
Hard to reproduce the problem, since it is an absence of values.
I had a look in some SA return period files in the implementation tests and I 
didn't find any 0.0 or below 0.0003 values

What is the expected output? What do you see instead?

Try to reproduce by having a probabilistic scenario with small EQ's, looking at 
small return periods.

\trunk\eqrm_core\misc_scripts\issue_94 - is a simulation investigating the 
issue.  With this simulation SA's of 0.00014 are observed, bedrock, rp 3.984. 
Going to rp 3.983 gives SA's of 0.  So there is a sharp cut-off point.  I can't 
tell if this is an implementation or scientific problem.

\trunk\eqrm_core\misc_scripts\issue_94 revision 1285 produces low SA's - (e.g.  
2.494378295e-06), return period 7.  I dropped the minimum magnitudes to get low 
SA's.
