set current to standard no playing well with svn

What steps will reproduce the problem?
After doing set_current_to_standard trying to check in gave this error;
svn: Commit failed (details follow):
svn: Directory 
'/home/duncan/sandpit/eqrm_core/branches/reduce_mem/implementation_tests/standar
d/TS_haz22/newc_event_set/.svn' containing working copy admin area is missing

Doing an svn up in another dir did this
/standard/TS_haz30MR$ svn up
D    newc_motion
D    newc_event_set
D    newc_sites
and checkin was ok.
