This PR adds a .proc template file which has some brief descriptions of what every single setting is for as a kind of pseudo-documentation to help users in understanding these settings.
This is another step in the longer running cluster of documentation work I have ahead of me, but also helps #244 a little in giving clarity to some of the settings usage/intent.
In doing this I stumbled over two more .proc settings that are not and will not be used which I also removed.
