First working version of graphdb deployment #4

Addressing #1 - this PR provides a dockerized pathway for deploying a general purpose graphdb instance. Loading can happen locally or via download at build time (see the readme).

This uses the graphDB docker image https://hub.docker.com/r/csiroenvinf/graphdb, which is maintained at https://github.com/CSIRO-enviro-informatics/graphdb_scripts (so modifications should be requested there for easy maintenance).
