Update tcrm.cmd for latest version #112

Current version of tcrm.cmd file still references python 2.7 as a Windoows batch file. Needs to reviewed and updated, plus a way to ensure it's running in the appropriate conda environment.

Potentially look for CONDA_DEFAULT_ENV environment variable and check against expected env name?
