This PR updates the stochastic rmax model with the linear model I made recently. It also updates the tests and the rmax fitting procedure. I also updated some deprecated scipy methods to numpy methods while I was at it.

Did I miss anything @wcarthur?

Can you resubmit and merge into develop branch

@wcarthur my bad I didn't check the auto PR branch selection! its now pointing at develop
