PCA tool #96

Add another CLI command that runs Principle Component Analysis on some provided covariates and outputs the result as a TIF file so that they can be analysed and used as covariates. Should allow for scaling to be applied before running the PCA.

Apparently a DEA tool already achieves this. No longer desired.
