Write API spec for MEDUSA #161

The main output of this issue will be an update to the src/static/api_documentation.yml file. So that the front-end and back-end work can agree on how to communicate via the API.

This must be accessible at localhost:5000/swagger

Edited the title of this issue to reflect that the implementation now exists as WPS, and we are backfilling the documentation rather than writing the spec.
