Find if sublevel catchment data exists in open formats #204

Different places this might be found:

MFE data portal (this is where sea-draining catchment)
LINZ data portal
Saif may have some ideas

I was looking at the MFE data service today and found the sub-level catchments orders 1-8 but I could not quite see which would be most useful. Probably some kind of combination.
