Add support for Suricate options in warning form

add setting WARNING_ENABLE_SURICATE to activate it (default: false)
add activity and magnitude problem fields, displayed only if suricate is enabled
get options list from endpoint if suricate is enabled

Warning: this feature is only available for Geotrek-admin >= 2.32.12 For older version, let WARNING_ENABLE_SURICATE to false.

J'ai l'impression que c'est repris dans #754. Est-ce qu'il ne faut pas fermer ici ?
