Display ZEP-Issues from Users for OM #49

Precondition:

UX as described in issue #56
Role OM as described in issue #57 is set up

As an OM user I want to see all issues the system found in any users accounts, to get a quick overview of all the unresolved Issues of the selected timespan.

DoD

[ ] Show when no errors are found
[ ] Display all Users whose reports are faulty in the selected timespan
[ ] Display the errors as described in issue #14 for each user

display unresolved issues not only to the culprit, but also to the OM (if they haven't been resolved until the 3rd day of the month)
