Bugfix: included the velocity limits in the Talos legs #96

Two comments:

  1. I have removed the unnecessary copy of vectors as now EigenPy supports writing internal data.
  2. I have updated the cmake file

@nim65s -- it would be nice to deploy asap this code as it might impact many persons
