Error when adding a usage period #8

Error message when trying to add a usage period on a component that starts on the current date and the time is not 12am e.g “This value should be less than or equal to Feb 2, 2024, 12:00 AM”.

Related to this is that it can sometimes be useful to add a usage period that starts in the future.

I will remove this restriction.
