End time of component usage should default to 23:59 #9

When adding usage period to a component the end time should default to 23:59, like the start date which defaults to 00:00. This becomes annoying when adding multiple usage periods at once as a time has to be manually selected on each occasion.

Added something to set 23:59 as default endtime. Note that this is not public yet.
