Contact Settings tab broken

What steps will reproduce the problem?
1. log in
2. click Settings -> Contact Settings

What is the expected output? What do you see instead?
Contact page. Instead, I get a symfony error at 

/settings/contactsettings.html

Still crashes on the dev server.

This might help give an idea as to why the bug shows on the dev server

in the db?
