Add REST API endpoints to Activities to allow joining and assigning participants #215

This resolves issue #197

@brylie please review and give me any feedback.

Test coverage was 83% isort, black and Flake8 all run.

Although not sure how to approach the thousands of issues raised by Flake8 (many of which are not related to my code so assume you're aware of anyway).

@werberger, as an aside, I am putting my sole focus into finalizing a website project that has been under development since 2019.

We are in the late stages of development, and many of the remaining tasks are relatively small aesthetic changes involving HTML, CSS, and applied Bootstrap.
