core: arm9: reverse the order of SFILES #151

Along with the remainder of commits on the existing feature branch, this fixes compilation on Unix-like platforms (such as Linux.)

So it turns out this PR isn't even needed; whatever got fixed here, it now compiles on a bare-metal Ubuntu machine.
