Add GitHub Actions workflow #152

This will compile GBARunner3.nds, then set up the zip file as follows:

/GBARunner3.nds
/_gba/configs/*.json (These are from the configs folder in project root.)

Further details:

Every commit will trigger a build, which will be available in the Actions tab on the GitHub Web UI.
When a release has been manually published (thus a tag is created), a build will be triggered and will upload the artifact directly to the releases page.

ldm-stm-improve branch has been merged.

As discussed on Discord, the root Makefile has been split into two sections: all: default target, builds GBARunner3.nds debug: alt target, run make debug, builds everything in all as well as the test app
