[Feature Request] IPS patching #16

IPS patching support by adding the .ips patches in the same path as the rom, i.e.

rom.gba rom.ips

will this be required to load romhacks/colour restoration patches etc. because of manual jit patches? cause I don't know how they're applied - if they're applied based on CRC per game then you'd need the original ROM, right? unless they work in a different way?
