Changing PyPI to omero-autotag

Mirror update of the webtagging name change of PyPI repo. See issue in omero-tagsearch

Preparing the repo to publish packages to the new PyPI omero-autotag:

• [x] Renamed the folder omero_webtagging_autotag
• [x] Renamed the folder omero_webtagging_autotagtemplate/omero_webtagging_autotag
• [x] Renamed the references to the above-changed dir
• [x] Renamed the PyPI reference in README and setup.py
• [x] Added a workflow to publish push of new tags to PyPI
• [x] Update workflow to build the JS with NPM ?
• [x] Update reference in doc https://omero.readthedocs.io/en/latest/developers/Web/WebclientPlugin.html
• [x] Update reference in doc https://omero.readthedocs.io/en/latest/developers/Web.html#omero-web
• [x] Add explanation on the update in README
• [x] Test changes (renaming)
• [x] Publish omero-webtagging-autotag 4.0.0 with link to the new PyPI (cookie-cutter: https://github.com/simonw/pypi-rename)
• [x] Remove obsolete release.py
• [x] Add omero-webtagging-autotag to Obsoletes-Dist in setup.py
• [x] Update of urls.py for Django 4 compatibility

This is currently being installed on our merge-ci server daily with:

pip install -i https://test.pypi.org/simple/ omero-autotag

Testing the functionality there looks good. Autotag created a bunch of new Tags and applied them to Images as expected. 👍
