There are communes with negative emissions in 2018. This seems to be ok due to large forest areas. But in result there are strange affects: see page 6 in the complete climatevision: https://github.com/GermanZero-de/localzero-generator-core/issues/395#issuecomment-2215053450
It seem that we try to reach zero emissions. But when we start with negative emissions, this means we will increase the emissions.
