Update the facts of total emission values 2015 – 2024 #408

UBA published updated emission values for 2015-2023, for 2024 there should be estimations published in autumn (helpful? https://www.umweltbundesamt.de/publikationen/treibhausgas-projektionen-2024-ergebnisse-kompakt)

Steps:

[x] 1. Hauke: collect data, add them to existing facts excel
[x] 2. Benedikt and Hauke: transfer updated facts into git facts
