Complete "Klimaaktionsplan" card and sub-page after redesign

• [x] Ensure progress bar on card is filled according to checklist. Also check the tooltip.
• [x] Handle the case that the checklist was not used at all by the local team. Esp. the card need something like: "N/A"
• [x] Find some way to deal with the case that there is no KAP. Are the remaining points in the checklist even relevant?
• [x] Include "Bewertung Klimaaktionsplan" in sub-page
• [x] Include checklist in sub-page
• [x] Check if anything is missing in the sub-page and might be added. (possibly new issue)
• [x] Remove the "Gibt es einen KAP?" question

Regarding point 3: Shall we maybe remove the question "Gibt es einen KAP?" as this is not a quality criteria of a KAP and does not really fit into the list? In case there is no KAP the whole monitoring would not make sense anyway... @mdrie @kleins05

I agree. Even if there is no KAP, there could still be some kind of limited concept or planning and some of the questions could have a positive answer.
