Create custom telegram channel

more buttons functionality is needed - it exists in the telegram API, but is not implemented in Rasa. The cleanest way how to implement these needed button functionalities is to create a custom channel based on the pre-existing telegram IO channel. The new introduced functionalities are

• vertical_url
• inline_url
