Can't open torrent with Chinese filename

What steps will reproduce the problem?
1.  Cannot Loading a torrent files having In Win7 Chinese。
What is the expected output? What do you see instead?
Error : Cant not read torrent.
What version of the product are you using? On what operating system?
1.21, Windows 7 SP1(EnglishOrChinese Environment)
Please provide any additional information below.

From the screenshot you are using the older version 1.20 and not the latest 
1.21.

Can you download the latest version 1.21 and try to open the torrent file.
If still not successful with V1.21, can you zip the torrent and put it here as 
an attachment. I am unable to find a torrent file that have issue with V1.21.

There is a new version 1.30. Can you try this version. If you are still having 
problem please add the torrent as attachment, so I can try the torrent file.

This issue is fix in 1.21. If still problem with Asian filename just create a 
new issue report.
