Set up portal for Get FoCo program administration

The IQ Navigator will need an easy way to manage programs on Get FoCo (new / expiring / changing requirements / etc). This should be an 'admin panel' where the Navigator can see the programs and their information and has the ability to delete/upsert records. We'd like as much information as possible for the app to be read from this table (for one reason, so we can stop doing app updates to change wording). The initial data in a record (as the v1 app is designed) would be as follows:

• Program name
• Maximum household income for eligibility (or income/dependent? something about income). The executive decision was to use AMI for everything
• Some way to connect it to the source system (this will be the tricky one). This may be informational only, as any source system connection will likely need to be custom and outside the scope of this webapp.

Need to have the generic email text and SMS text in the admin portal (with character limits) (e.g. 'Welcome to Get FoCo! ...')

When a new program is added or updated to new criteria, we'll need an email (either manual from the income-verification team or automated) offering all users that have the proper eligibility haven't already enrolled/applied to login again to 'quick apply' for the new program (the program is 'new' to each user even if the eligibility was updated because only programs for which an applicant is eligible is shown on their dashboard, so they wouldn't have seen the program before).

We'll also want functionality to notify all current users who would be eligible that there's a newly-available program and that they should log in and 'quick apply' for it (also noted in Get-Your/Get-Your#60).

We also need a way for the IQ Navigator to easily view users with incomplete applications (or those who have reached the dashboard but haven't applied for anything). The current monthly extract can be used as a rubric.

An addition to this is that the IQ Navigator will need to be able to mark users that have been reached out to (and have the date of outreach be stored as well).
