USWDS navbar component #136

Add a navbar component to the rest of the components. It will take navLinks: a set of default links pulled from a JSON file.

Note: We need a frontender full time to be able to work on USWDS work so until that happens this will be on hold

There is unmerged work here: https://github.com/GetDKAN/data-catalog-components/tree/primary-nav It still needs for events to be hooked up with Mobile Menu show hide behaviors.
