Update Resource and Datatable Preview to newest versions #52

This PR updates the Resource component to work more like Search. It also updates the Drag n Drop and React Table components to the newest version of their libraries, converting all the code to use hooks.

remove papaparse from src/services/resource/datastore.js
resource title is not getting picked up in FileDownload(props)
manage columns modal 'close' icon not loading, we could add the 'times' icon to DataIcon to avoid having to load fontawesome in components
