Removes Title component from SpecificAPIDocs

This replaces the Title component with a basic H1 tag on the SpecificApiDoc template.

QA:

pull branch
build site against dkan backend
visit /dataset/{id}/api
check to make sure there is an H1 with the dataset title above the swagger component.
