Permissions on src/site/files gets locked down after file upload #300

Describe the bug Unable to upload a second file on local build

Steps To Reproduce

  1. Create a dataset, add a distribution via the file upload option
  2. Save then create a second dataset and try to upload a file
  3. Confirm you get an 'unable to upload' error
