Discovery: automatic datastore import, based on parameters #2597

As a Site Manager, I'd like to set up a rule that would import datasets to the datastore automatically, but specify rules about which filesizes (possibly also other parameters) would be imported; so that I can keep my APIs up-to-date with new data.

This automation currently relies on Fast Import, which will be deprecated. See also https://github.com/GetDKAN/dkan/issues/2598
