Apply speccy.io linting recommendations to our openapi spec #183

  1. Installed speccy
  2. Ran speccy lint modules/custom/dkan_api/docs/dkan_api_openapi_spec.yml
  3. Applied all but one of the recommendations.

Remaining item is contact info (name, url, email), which might need a different approach.

No code or logic change, no visual changes to our API docs endpoints.
