Generate data catalog #378

QA steps

  1. Check out branch, clear cache
  2. Visit http://dkan/data.json
  3. Verify the json keys, aside from dataset, match those within file schema/collections/catalog.json
  4. The dataset key should be an array of all datasets within your Dkan site, similar to a GET on http://dkan/api/1/metastore/schemas/dataset/items
