Roll `service_report` function into class #219

Doh. When I updated the crons recently, I forgot that a class had been made.

Check how the class determines service name. Something went wrong here.

Be able to turn off specific checks, so good increases don't get reported like:

[CRON] [WORKSHOP] Warning: Major increase (>1%) in performance index #1! 20 successful scrapes to 21 successful scrapes

No longer relevant. New reporting class needs to be built into new cron system.
