The GH workflows were failing for some dependabot PRs due to title not conforming with the acceptable format.
Dependabot assigns PR scopes automatically based on the type of dependency it bumps. Out PR title checker accepted deps as a valid scope, however, deps-dev was missing. It's the scope dependabot assigns to devDependency packages.
