feat(components): add elevation to DataList item actions

Motivations

Missed a custom item when adding elevation to the custom DataList action menus

• elevation attribute to DataListItemActions

Changed

• appearance of the item actions in dark mode - now lighter than the application background, and when hovering the row, the menu is no longer darker than the hovered surface the menu sits on
