Motivations

Suggestion on #1999 from @nad182 to further promote use of semantic colors by collapsing our base palette into a disclosure element - also a good opportunity for me to see how the newly-more-flexible Disclosure is to use in practice!

Changes can be tested via Pre-release

In Atlantis we use Github's built in pull request reviews.
