refactor(components): Tooltip refinements [JOB-99926]

Motivations

Based on feedback from the design team:

• reducing "visual weight" of Tooltip
• reducing noisiness of animations by
  • removing scale transition
  • adding a slight delay to only fire Tooltips on items the user truly rests on, not simply mouses over in passing

Changes

Changed

• size (padding) and fontweight of Tooltip
• animation of Tooltip

Testing

In Storybook:

• Tooltip
• DataList row actions
• Avatar with Tooltip

Changes can be tested via Pre-release
