chore: Fix lerna publish #2103

Motivations

I removed a piece of CI config in my previous PR thinking it wasn't used at all. But lerna just failed to publish, so I'm fairly confident it relies on this npmrc file for authentication.

Changes

Fixed

Restored npm auth in CI
Ignore npmrc files in git

Testing

No need to test, lets just merge it and find out.

Changes can be tested via Pre-release
