This is the second part of the pull request. N.B. It is made relative to part1 and not the main branch. It is still quite rough and I haven't finished with amending part1 to include all the comments. But I wanted to get something out of the door. And this is a full implementation.
I deviated from the user story to make the default behaviour based on a new environment variables $POPLOG_USE_BUILD. Since that is the only preference at the moment I think that is a proportionate way to customise it.
