[Bug]: 'tags list link' #1254

Bug description

tags added via the post editor are not listed when creating a menu item of type 'tags list link'

for example, if i add a tag 'cats' from the post editor and click 'add this as a new tag', then add a 'tags list link' menu item, 'cats' is not listed

Steps to reproduce

  1. create a post and add a new tag via the post properties editor
  2. add a main menu item as type 'tags list link'
  3. view the front-end, click the menu item

in my case, no tags are returned for any which have been added via the post editor
