Invoice Gateway - Stop payment plans and statements from being charged #12

Issue:

Relating to batched invoices, we need to implement filters that stop payment plans and statements from being charged with prior communication and agreement with both the buyer and supplier.

The invoice Gateway should flack this and stop the payout. Ops will then review and confirm if this is necessary.
