Add tooltips for icon-only buttons. #104

I have a suggestion. There are many buttons when we use Scatter. When we touch each buttons by using mouse, if shows the meaning of button before click, it would be convenient to know what each button does before we click it. For example, when we touch (not click) a button by using mouse, it shows save, or close, etc.

I am 56 years old. Crypto world is very difficult for the aged people like me. Furthermore, there are so many news that hackers steal the crypto assets. So the aged people feels the fear and hesitate to approach the cryptocurrencies. I know young people lead this new world.

In my opinion, to embrace all people, it is needed to show much more kindness in detailed, just like to teach the kindergarten children. I believe Scatter team will solve many fears, and help to approach the cryptocurrencies much more easily with safety. Thanks !!
