Missing locale file - vi_VN #533

We've been getting the following warning lately:

    Line  97794: [13:49:30] [Server thread/WARN]: [floodgate] Missing locale file: vi_VN
    Line  97965: [13:54:11] [Server thread/WARN]: [floodgate] Missing locale file: vi_VN
    Line  98033: [13:56:14] [Server thread/WARN]: [floodgate] Missing locale file: vi_VN

I cannot seem to find this locale on any branch however. (?)

It looks like this version of the translations does not have support for Vietnamese. Floodgate 3.0 will have support for it.
