ActionBar bounces up and down #4304

Describe the bug

When on a server with the plugin https://www.spigotmc.org/resources/actionbarmessager-1-8-1-20.99939 Starts to actionbar raise up and down I think this is due to updates.

To Reproduce

Join on server with actionbarmessager

Expected behaviour

He doesn't have to jump :)
