Move away from !prefix commands #287

Remove prefix related client code
Remove all prefix related code from our commands
redo tags class, now we have 1 tagg file class with 2 childeren new commands are /tag fetch and /tag list
remove unused code overhauled bot.
remove getAsTag() as thats almost obsolete

All in on the removal for normal commands. Not too sure on tags, though. !! is just easier. Nothing wrong with also having a fetch, but I guess it's here for discussion.
