Allows configuring a URI in the options for a binary and the tool. This will be used in the new action "Open Default Notebook". which will start a kernel and open the configured URI, so if a Jupyter Server is already running, the notebook will be opened shortly after the kernel is started and immediately connect to it. Saves the trouble of navigating to the notebook via the browser every time after starting a kernel.
The console command is now configurable, so it can also be set to something like kitty -- jupyter-console --existing to start a terminal (kitty in this example) in which the shell based console is started

There is now one kernel per tool instance, so the console action will now attach to the existing Notebook kernel if there is one already running (i.e. a Notebook is connected).
